Access to Level 4 has two parts:
The first part involves acknowledging that He revealed Himself clearly through His Son; we know God the Father best by learning about His Son, Jesus.
The second part involves a valid water Baptism in the name of the Father, the Son and the Holy Spirit, the three distinct persons of God, though one in substance, nature and essence. While there is a baptism that occurs through the Holy Spirit when a person accepts Jesus as their Lord and Savior, a water Baptism is still necessary. This baptism of the Holy Spirit is also called an 'empowering of the Holy Spirit' and sometimes an 'infilling of the Holy Spirit,' phrases used to describe an encounter a person has had with God, before or after a valid water Baptism.
Is there anyone among you who, if your child asks for a fish, will give a snake instead of a fish? Or if the child asks for an egg, will give a scorpion? If you then, who are evil, know how to give good gifts to your children, how much more will the heavenly Father give the Holy Spirit to those who ask him! ~Luke 11:11-13

Anyone who has been Baptized with water in the name of the Father, Son and Holy Spirit can Baptize another person in the same way if an urgent need arises.A valid Baptism and a thorough understanding of salvation history is necessary for reaching levels higher than Level 4.
